Sebuah Penelitian Kecil Tentang: KIPRAH PNF DALAM PEMBERDAYAAN MASYARAKAT KAWASAN DESA TERTINGGAL (Antara Harapan dan Kenyataan) 0leh: H.M. Norsanie Dalan ABSTRAK Tulisan ini diturunkan bertujuan 1.Ingin memperkenalkan tentang kiprah PLS/ PNF selama ini di masyarakat; dan 2.Ingin mengetahui bagaimana kiprah PLS/ PNF dalam pembardayaan masyarakat dan 3.Ingin mengetahui secara jelas bagaimana Program Mehaga lewu yang ada di Kalimantan Tengah, serta (4) Ingin mengetahui bagaimana pengetahuan masyarakat tentang PLS/PNF di kawasan tertinggal. Metodologi penelitian ini menggunakan penelitian kualitatif dengan subjek pada 3 kelompok masyarakat masing-masing: Masyarakat perkotaan, pinggiran kota dan masyarakat desa pedesaan (desa tertinggal). Untuk memperoleh data lebih akurat menggunakan alat penelitian berupa: (1) pedoman wawancara, (2) pedoman observasi dan (3) dokumentasi yang erat kaitannya dengan permasalahan. Setelah data diperoleh, dilakukan pula trianggulasi. Untuk memperoleh analisis data terdiri dari pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan atau verifikasi. Adapun hasil penelitian ini diperoleh adalah: ( 1 ) Dengan memperkenalkan tentang kiprah PLS/ PNF selama ini di masyarakat. Karena kegiatan PLS/PNF selama ini kurang dikenal masyarakat. Sehingga berbagai upaya telah dilakukan, apakah oleh kalangan dosen, mahasiswa dengan berbagai programnya. Maupan tokoh-tokoh pendidikan non formal. Namun masih belum menemukan cara yang paling efektif. (2) kiprah tenaga pendidik PLS/ PNF dalam pembardayaan masyarakat sudah mulai terjadi gerakan dengan berbagai hal. Namun masih menemukan kendala yang sangat berarti bahwa masyarakat lebih percaya pada pendidikan formal dibanding pendidikan non formal dan (3) secara jelas bagaimana Program Mehaga lewu yang ada di Kalimantan Tengah sudah dirintis oleh pemerintah bersama masyarakat. Namun kesaran akan hal itu masih rendah di berbagai kangan. Sehingga program ini perlu digerakan secara rutin oleh pemerintah. Karena masyarakat ada rasa ketergantungan dengan keterlibatan pemerintah; serta (4) Sedangkan pengetahuan masyarakat tentang PLS/PNF di kawasan tertinggal, sangat rendah. "Bagi mereka yang mau menggrogoti uang negara atau uang pemerintah daerah pasti merasa terperanjat untuk berbuat yang bukan-bukan, dengan keberadaan KPK," ujar mantan Kepala Badan Pendidikan dan Pelatihan pemerintah provinsi (Pemprov) Kaltwng itu. Karena menurut dia, KPK sebuah institusi yang tujuan pembentukannya untuk menyelamatkan uang negara di negeri tercinta ini, termasuk di daerah-daerah. "Dengan kehadiran KPK membuat calon koruptor takut untuk berbuat. ini mendidik mereka agar tidak berbuat korupsi. Namun dewasa ini tamapknya ada rencana melemahkan tugas-tugas KPK sehingga KPK pada waktunya tidak berdaya lagi," tuturnya. KPK sekarang sudah banyak berbuat dengan sebuah keunggulannya berupa cara penyadapan, tapi belakngan harus seizin pihak tertentu, maka penyadapan akan pasti kesulitan. Penyerahan buku-buku tersebut dalam suasana kegiatan Musyawarah Daerah (Musda) ke-7 Muhammadiyah Kabupaten Kapuas, yang juga hadir Pimpinan Pusat organisasi tersebut Prof Dr H Dadang MSc beliau sekaligus sebagai Direktur Pasca Sarjana Universitas Negeri UIN yang dulu IAIN Sunan Gunung Jati Cibiru Bandung, serta Pengurus Wilayah Muhammadiyah Kalteng. Menurut laki-laki kelahiran Anjir Serapat Kapuas Timur itu, sumbangan buku-buku tersebut untuk lebih memakmurkan masjid setempat khususnya, namun tidak menutup kemungkinan pula bagi publik yang mau membacanya. "Karena buku salah satu pintu atau gudang ilmu pengetahuan, sehingga sewajarnya pula bagi semua orang membaca atau untuk mengetahui," lanjut mantan aktivis Ikatan Pers Mahasiswa Indonesia (IPMI) tersebut. Sebelumnya profesor yang berkarir sejak dari pegawai rendahan (pesuruh) itu juga menyumbangkan buku-buku kepada Perpustakaan Unpar tahun 2012 sebanyak 80 judul (180 eksemplar), yang diterima rektor perguruan tinggi negeri itu. "Karena pemberian remisi bisa tidak membuat efek jera bagi pelaku korupsi di Indonesia yang sudah diputuskan oleh Pengadilan Tindak Pidana Korupsi (Tipikor)," ujarnya Selasa (29/7/2014). Bahkan, menurut guru besar tersebut pemberian remisi tersebut bisa membuat calon-calon korutor bertambah berani. Oleh sebab itu, kebijakan pemberian remisi sebaiknya perlu ditinjau kembali. Sebab pemberian remisi hingga bebas bersyarat bagi koruptor, terkesan mengkhianati rasa keadilan warga dalam kehidupan sosial kemasyarakatan di negeri tercinta ini. "Remisi yang diberikan setiap hari-hari besar kenegaraan seperti 17 Agustus sebagai hari kemerdekaan, hari raya keagamaan, tujuannya baik, terlebih bila dikaitkan dengan Hak Asasi Manusia (HAM)," ujarnya. Tapi, menurut mantan aktivis Ikatan Pers Mahasiswa Indonesia (IPMI) itu, alangkah indahnya jika remisi diberikan kepada mereka yang bukan kasus korupsi, seperti terpidana karena terpaksa oleh keadaan ekonomi yang minim. Ia memperkirakan jika remisi diberikan kepada pelaku korupsi di Tanah Air ini, maka selain yang bersangkutan sendiri, juga calon-calon koruptor lain akan semakin berani. "Sebab mereka tidak akan jera. Justru mereka bertambah berani dengan perhitungan akan ada remisi-remisi dari kementrian terkait, walau dia terbukti bersalah dan divonis hakim pengadilan Tipikor," lanjutnya. Selain itu dia juga mengatakan remisi diberikan kepada napi dalam kasus apapun, tapi tidak termasuk mereka yang berkhianat terhadap negeri Indonesia kendati ada peraturan perundang-undangannya. "Perlu pula adanya pemilihan dalam pemberian remisi terhadap penghianat negara, seperti kelompok teroris jika memang benar-benar terbukti bersalah, serta pelaku tindak pidana lain, kecuali korupsi," sasarannya. AKADEMISI : PELEMAHAN KPK TIDAK MENDIDIK Banjarmasin, 7/2 (Antara) - Akademisi Universitas Palangka Raya (Unpar) Kalimantan Tengah Prof Dr HM Noersani Darlan MS PH berpendapat, pelemahan tugas Komisi Pemberantasan Korupsi sesuatu perbuatan yang tidak mendidik. Guru Besar pada perguruan tinggi negeri tertua di "Bumi Isen Mulang (pantang mundur) Kalimantan Tengah (Kalteng) itu mengemukakan pendapatnya dalam perkecapakan dengan Antara Kalimantan Selatan (Kalsel) di Banjarmasin, Minggu. Menurut Guru Besar Pendidikan Luar Sekolah/Pendidikan Non Formal (PLS/PNF) Pascasarjana Unpar itu, sejak keberadaan Komisi Pemberantasan Korupsi (KPK) awal tahun 2000 di negeri ini banyak berbuat dalam upaya menyelamatkan uang negara atau pemerintah daerah. Kehadiran KPK di negeri ini, lanjut mantan aktivis Ikatan Pers Mahasiswa Indonesia (IPMI) itu, memberikan peringatan dini kepada siapa saja yang mau menggrogoti uang negara atau pemerintah daerah. "Bagi mereka yang mau menggrogoti uang negara atau uang pemerintah daerah pasti merasa terperanjat untuk berbuat yang bukan-bukan, dengan keberadaan KPK," ujar mantan Kepala Badan Pendidikan dan Pelatihan pemerintah provinsi (Pemprov) Kaltwng itu. Karena menurut dia, KPK sebuah institusi yang tujuan pembentukannya untuk menyelamatkan uang negara di negeri tercinta ini, termasuk di daerah-daerah. "Dengan kehadiran KPK membuat calon koruptor takut untuk berbuat. ini mendidik mereka agar tidak berbuat korupsi. Namun dewasa ini tamapaknya ada rencana melemahkan tugas-tugas KPK sehingga KPK pada waktunya tidak berdaya lagi," tuturnya. KPK sekarang sudah banyak berbuat dengan sebuah keunggulannya berupa cara penyadapan, tapi belakngan harus seizin pihak tertentu, maka penyadapan akan pasti kesulitan. Karena menyadap suatu percakapan atau SMS seseorang. "Apalagi kalau percakapan atau SMS itu harus dilaporkan dulu dan minta izin ke pihak tertentu. Ada kemungkinan hal yang mau dilakukan penangkapan kepada pihak tertentu. Percuma KPK berbuat dengan minta izin terlebih dahulu," lanjutnya. "Karena semenara minta izin kasus yang mau ditangani KPK, pelaku korupsi sudah berlalu dan kabur dari tempatnya.
